As you pointed out in your Minute

of the 20th of June, 1927, on 30182/27 the

Hong Kong Labour Advisory Council is really

an employers federation and its effectiveness s

a court of arbitration can hardly be expected to be very considerable.

It may,

however, be useful in an emergency and the

information which has been collected

(see para.3) will doubtless prove valuable

in future.
